Right now, Alaska's statute rests on how the law gets read rather than on what it plainly says.
That's fine until someone decides to read it differently.
Elsewhere, the same ambiguity has been an opening. San Francisco and Washington, D.C. now allow noncitizens to vote in certain local elections, along with roughly twenty other jurisdictions.

Alaska doesn’t have that problem now. Ballot Measure 3 makes sure it doesn’t happen here.

Becoming a citizen means years of waiting. A civics test many native-born Americans would fail. An oath taken in public.
Voting is the one right that belongs to citizens alone. It's what the oath is for.
Measure 3 takes nothing away from anyone. It protects what citizenship already means.
